The
use of pesticides in general requires basic knowledge in
their safe and efficient management. For use of restricted-use
pesticides (RUPs), in particular, it is required that the
user be a Certified Pesticide Applicator (CPA),
or be directly supervised by a CPA.
The
Pesticides Control Act defines an RUP as a pesticide
which, "if used in accordance with a widespread and
commonly recognized practice, may generally cause, without
additional regulatory action, unreasonable adverse effects
on the environment, including injury to the applicator".
Of the 300+ pesticides currently registered for use, less
than 40 are classified as RUPs (Click
here for list).
In
1996, after eight years of informal training of pesticides
users, the Board launched the National Pesticide Certification
Program to provide for the training and certification of
pesticide users in pesticide management. A four-year grace
period provided all pesticide users the opportunity to seek
certification, with full enforcement of the Certified User
Regulations commencing on 1 April 2000.
Note:
Only a certified pesticide applicator is authorized
to purchase and use restricted-use pesticides!
